Community of Practice for State Points of Contact

In September 2019, the U.S. Department of Education invited applications from State Education Agency (SEA) Foster Care Points of Contact (POCs) to participate in a Community of Practice. The Legal Center for Foster Care and Education provided facilitation support for the 12 states that were selected. The Legal Center for Foster Care and Education continues to facilitate this group, which now includes 15 SEA POCs, along with their state child welfare agency counterparts. This website provides a sample of some of the tools and resources identified by the group. If you are interested in joining the Community of Practice, please email
